A city is an incredible operation. Any number of gigantic institutions fall under the domain of the City of Norfolk: from schools to sanitation, from the police to property records. A well-run city is easy to take for granted. To take an example from Flint, Michigan, one doesn’t often think about how clean water makes it into the faucet until that water is no longer clean.
The City of Norfolk uses a city manager-centric operational system. The City Manager, Marcus Jones, runs the city on a day to day basis. But it is the city council that hires–and fires–this role, and the council is ultimately guiding the direction of the city, with the manager responsible for execution.
Council provides administration direction on the major issues impacting the city’s future: things like Vision 2100, flooding mitigation, poverty reduction.

The City of Norfolk also helps facilitate community engagement. In particular, their Neighbors Building Neighborhoods program is specifically designed to help citizens like you take and feel ownership of your little slice of NFK.
