Dear Mayor Fraim and Members of Council,
The results of the referendum for an elected School Board clearly indicate that Norfolk citizens want input in how the School Board is selected.
Together with Norfolk GAINS, I ask you to:
Set the initial May 2016 School Board Election for three members to the School Board, and the following May 2018 election for the other four members.
Set these initial two elections At-Large.
Create a School Board Election Taskforce of stakeholders from throughout the City to more fully discuss and analyze the best elective process for the school board. Allow all citizens to apply and be considered for service on the Taskforce and provide multiple opportunities for citizen participation in the discussion. Once that Taskforce has recommended the system of election that will best serve the needs of Norfolk, only then decide the long-term elective process for the School Board.
I support this position because we need a School Board that will:
boldly present budgets that represent the needs of the district;
set and enforce policies that ensure the opportunity for academic excellence to each and every child who attends Norfolk Public Schools;
respond to the concerns of parents, teachers, staff, students, and the broader community;
demand accountability from our Superintendent and his (or her) administration; and
set strong policies regarding school facility conditions and required levels of maintenance.
I urge you to embrace the mandate of the referendum and seek considered consensus through a united recommendation from a citywide taskforce before formally adopting a system of elections for the School Board to be implemented beyond the initial two at-large elections.
